The Ramon Llull Foundation was created by the Government of Andorra and the Institut Ramon Llull on 31st March 2008. On 15th January 2009 the General Council of the Pyrénées Orientales, the city of Alghero and the Ramon Llull Network Association of Valencian cities joined.

The aims of the Ramon Llull Foundation are to intensify the study, promotion and defence of the Catalan language and promote the projection abroad of the language and the different cultural fields expressed in it. It also oversees compliance with legislation on the language, in collaboration with other public and private bodies and organizations, and helps to encourage the actions of the Institut Ramon Llull Consortium that coincide with the aims of the Foundation.

The Board of Trustees is the most senior governing, management and representative body of the Foundation, notwithstanding delegation to other bodies, in accordance with these Articles of Association and ruling legislation.

The Board of Trustees is chaired by the head of the Andorran Government.

The following are ex officio trustees:

- The head of the Andorran Government.
- The minister of the Andorran Government responsible for culture.
- The chairman of the Management Board of the Institut Ramon Llull.
- The vice-chairmen of the Management Board of the Institut Ramon Llull.
- The director of the Institut Ramon Llull.
- The secretary of State responsible for culture in the Andorran Government, or person exercising the equivalent post equivalent.
- The President of the General Council of the Pyrénées Orientales.
- The Mayor of the city of Alghero.

The representative of the Ramon Llull Network Association of Valencian Cities is an appointed trustee.
